The EAR term "technology" and the ITAR term "technical data" do not denote equipment, but rather the specific information required to develop or produce a piece of equipment, such as the item's internal design or the information responsible for achieving or exceeding controlled performance levels, characteristics, or functions.

Technology and technical data can be expressed as models, formulae, tables, engineering designs and specifications, manuals and instructions, drawings, sketches, blueprints, plans, diagrams, or photographs, and written or recorded on other media or devices such as disk, tape, or read-only memories. Technical data also includes software directly related to defense articles.
